Hart District School Board To Hold Regular Meeting Wednesday

William S. Hart Union High School District governing board members are holding their regular meeting Wednesday, with a couple items of note on the agenda.

The agenda is available online at the district's website, hartdistrict.org.

The governing board oversees the administration of all of the Santa Clarita Valley's public junior highs and high schools.

There will be the approval of course offerings for the district’s adult school, the introduction of this year’s student member of the district’s council and the rescission of a contract that was a source of concern for the district.

Student Board Member for the Hart District

William Oh, a Golden Valley High senior, has been very active in the community, and is Golden Valley High School's ASB president, following his service as an ASB officer for the previous three years.

He is expected to be introduced as the student board member at Wednesday’s meeting.

He has a weighted grade point average of 4.52, and plans to major in political science.

The district’s agenda documents list Oh’s numerous achievements:

He 1) is the founder of the Octagon Club and has served as an officer, including President, for all four years; 2) is a Key Club member and officer for three years; 3) is a Speech and Debate Club member for four years and served as President for the last two years; 4) served for the past three years on the Student Communications Council; 5) served as a school representative to the District Advisory Committee; 6) is a scholar athlete - four-year tennis player; 7) was a summer intern in Representative Howard "Buck" McKeon's local office for the last two years, and 8) was an Administrative Intern for the City of Santa Clarita in his tenth grade summer.   In the past he has volunteered to prepare food packets for impoverished North Korean children through the Northeast Asia Foundation of Education and Culture, and he has served as a community tutor for elementary and high school students.

The Student Communications Council held its first meeting of the school year Oct. 14. Per board bylaws, no later than the Council's third meeting of the year, the high school representatives serving on the Council shall elect one high school member of the Council to serve as the non-voting member of the board, according to district documents.

The student board member, a nonvoting position, will serve through June 2014.

Hart District's Waste Management Contract

The waste-management contract agenda item involves the trash-disposal services for the Hart district.

On Sept. 11, 2013, staff recommended awarding a contract to Consolidated Disposal Service for bid package.

The move came after the resignation of Hart district governing board member Chris Fall, who was listed as a consultant to Republic Waste Services, Consolidated’s parent company.

Fall was appointed to fill a vacant board seat in June, filled out his Form 700 on July 25, and then in August, he resigned from the board in order to avoid a conflict of interest allegation regarding a vote for the Consolidated contract.

The timing of Fall’s resignation prompted Hart district officials to make a new appointment in August, Robert Hall, whom was named to a four-year term.

Consolidated Disposal Service ended up winning the bid, but district officials have since discovered that the California State License Board will not accept the Republic Waste Services Class A license for Consolidated Disposal Service's contract, even though it is owned by the same parent company.

“It is legal counsel's opinion that the recently awarded contract should be rescinded, all bids rejected, and to re-bid for services,” according to district documents. “Since the Class A license is only required if the disposal company is building a reclamation center, the Class A license will not be a requirement in the new bid.”

Consolidated Disposal Service has entered into an interim agreement with the Hart district to provide services through Jan. 4, 2013.

Golden Oaks Adult School

Golden Oaks Adult School has been serving the Santa Clarita Valley for more than 60 years, according to the school’s site.

“Each year adult school courses are presented to the governing board for approval,” according to district documents.

The courses provide a wide range of educational opportunities for adult students, and there are also expected to be a variety of skills classes offered throughout the year, including woodworking,  employment prep and classes involving various computer skills.
