Hart District Board Meeting To Cover Layoffs, New Board Member Appointment

Hart district officials will decide several important issues affecting Santa Clarita Valley schools and employees at their meeting Wednesday.

The public session begins at 7 p.m. in the William S. Hart Union High School District office on Centre Pointe Parkway.

The discussion will include the layoff of district employees in the classified service, the selection of a new board member to fill the vacancy left by Paul Strickland and the disposition of properties owned by the Santa Clarita Valley Facilities Foundation.

The following information is taken from the agenda for the Hart district.

Classified layoffs and reduction in force

“Due to lack of work,” the district is forced to eliminate certain positions in the classified service, according to district documents.

In order to eliminate the positions held by permanent employees, the district is required to initiate a layoff/reduction in force.

The RIF requires a 60-day notification of displacement and reemployment rights to the affected employees.

This will specifically apply to instructional assistants and bus assistants assigned one-on-one to special needs students, according to Gail Pinsker, Hart district spokeswoman.

“Positions are being reduced due to students no longer needing the service, or in some cases, graduating,” Pinsker said.

All instructional assistants who are involved in this layoff will continue to have a position in the district, according to Terri Shiner, district director of personnel.  

“They will be assigned to another student,” Pinsker said.  

In addition, a small reduction in staff will result from changes in special needs bus routes, based on student residences and the schools they attend.

All but two bus assistants will retain their jobs, and those affected by the layoffs will still be able to substitute in the District and will be rehired as soon as a position becomes available.

The resolution, if approved by the board, would authorize the RIF of 10 classified positions effective Aug. 1, saving an estimated $255,300 initially.

Board vacancy appointment

On April 18, the Los Angeles County Office of Education Division of Business Advisory Services received notification of the vacancy on the William S. Hart Union High School District Governing Board resulting from the resignation of Board Member Paul Strickland, effective May 1.  

In accordance with Education Code Section 5091(a), the Hart District Governing Board has 60 days from the date of the vacancy by which to make a provisional appointment to fill the remainder of Strickland's term, which runs until November 2013.

If the governing board chooses to make an appointment, the deadline is July 1.

A provisional appointment confers all powers and duties of a governing board member upon the appointee immediately following his/her appointment.

If the Board chooses not to make an appointment, the other option is to conduct a special election to fill the remainder of the vacant term through November 2013. If a special election is called, its date will be determined based on when the Los Angeles County Office of Education/Division of Business Advisory Services is notified by the Board of its intent to appoint or call an election.  The individual elected will serve until the Organizational Board Meeting in December 2013, when a new four-year term will be filled by regular election.

Regardless of the decision, the process to select a new Board member will begin immediately following Wednesday’s meeting, according to Pinsker.

If the board chooses to make an appointment to the vacant seat, staff has developed the following timeline:

May 15, 2013

  • Board votes to make a provisional appointment or conduct a special election

May 16, 2013

  • Press release is posted
  • Board vacancy application placed online

Prior to May 29, 2013

  • Staff will provide interview questions from which the board will select final interview questions

May 29, 2013

  • Deadline for vacancy applications

May 30, 2013

  • Applications are checked for completeness, resident requirements, and registered voter status

May 31, 2013

  • Applicants notified in writing of the date/time of interview and the process (including interview guidelines and interview questions) 

June 3, 2013

  • Agenda posted
  • Packets sent to board members

June 5, 2013 - Special Meeting (included in 2012/13 meeting schedule)

  • Conduct interviews during Public Session
  • Vote for applicant to fill the vacant board position

June 6, 2013

  • Press release regarding newly appointed board member
  • Post notice regarding both the actual vacancy and the provisional appointment
  • Send letter to each non-selected applicant

June 19, 2013

  • 4:45 p.m. - Conduct Special Board Meeting/administer Oath of Office to appointed board member
  • 5:00 p.m. - Regular board meeting

Disposition of SCVFF property

The Santa Clarita Valley Facilities Foundation met May 8 to receive and discuss information relative to real property owned by the foundation: 70 acres located at Hasley/Sloan in Castaic and approximately 22 acres near Golden Valley Road and Sierra Highway (South Summit).\

The district's desires to determine the highest and best use and possible disposition of the properties, ultimately transferring ownership from the SCVFF to the district.

The board will consider three options:

  1. Foundation retains title to Hasley/Sloan and South Summit and continues efforts to finalize the entitlement process for both properties.
  2. Foundation transfers title to Hasley/Sloan to the district to be held in the district's land bank for future use.
  3. Foundation transfers title to South Summit to the district to be held in the district's land bank for future use.
