Classified Staff Honored
The meeting opened with recognition of the Hart District’s Classified Employees of the Year. Honorees include Sam Browning, Academy of the Canyons; Erica Galicia, Administrative Center; Rachel Villa, Arroyo Seco Junior High; Carol Kaericher, Bowman High; Donna Hettema, Canyon High; Sherrie Bagaus, Career Visions; Kathy Eiben, Early College High School; Beth Combs, Golden Oak Adult School; LeNette Moore, Golden Valley; Mick Canale, Hart High; Joe Mullin, La Mesa Junior High; Bill Sanders, Placerita Junior High; Patti Johnston, Rancho Pico Junior High; Patty Tucker, Rio Norte Junior High; Lorie Pecsi, Saugus High; Elaine Bingham, Sequoia Charter; Laura Shay, Sierra Vista Junior High; Kim Wilczynski, Valencia; and Mary Walsh, West Ranch. The recipients, selected by their colleagues at each site, received engraved awards and will be honored at a tribute luncheon Nov. 5 at Robinson Ranch.
Auditor’s Report: Measure V Transfers All ‘Appropriate’
Auditors hired to perform a piece-by-piece study of interfund transfers from Measure V funds in 2005-06 reported that all $6.6 million were appropriate expenditures according to the voter approved list of projects for Measure V. The auditors noted that it is not uncommon for such transfers to take place when construction projects are funded from several sources. Although a standard audit examines random samples, the current report covers a review of every item included in the transfers. “We are very comfortable that all expenditures were appropriate, based on the Measure V list,” the audit firm told the Governing Board.
Training Set for ASB Advisors, Secretaries
The Board reviewed financial reports for Associated Student Body funds at the district junior and senior high schools and noted some large fund balances for several schools. Although some carryover is expected from year to year, the rule is that schools spend the money on the students who raised the funds. The district has scheduled three training meetings for ASB advisors and secretaries this year, and will ask for long-range spending plans to make sure that money is spent on a timely basis and on meaningful projects and activities. ASBs are required to prepare reports on a month-to-month basis to determine where they are on their annual budgets for both income and expenditures.
Volunteers to Face Closer Scrutiny
A revised policy for volunteers on campus establishes three distinct levels of volunteers, based on access to students and frequency of service. Volunteers with limited exposure to students are simply required to sign in, wear visitors badges, and be supervised by certificated staff. Depending on the level of volunteer involvement with students, some volunteers will now be required to undergo fingerprint screening, DMV checks and various levels of training. All volunteers agree that their names may be checked against Megan’s Law lists The policy is not meant to discourage volunteers, but to address the safety of students. The district is adding its own fingerprinting equipment and will make every effort to keep costs down for volunteers. The policy will be returned to the Board on Oct. 15 for second reading and possible vote. If passed, the procedures most likely will take effect Jan. 1, 2009. The Board commended Rochelle Neal, Richard Varner, Darryl Adams and Greg Lee for their work in drafting the revised policy.
Alcohol/Drug Policy Gives Greater Administrator Flexibility
On third reading, the Governing Board adopted a revised policy and administrative regulation 5131.6 dealing with suspension and expulsion in the case of alcohol and drugs. The adopted policy gives administrators greater flexibility to institute other measures when suspension, expulsion or discipline transfers are not deemed appropriate due to circumstances of the violation. The new language is in line with recommendations from a committee of administrators who studied the district’s discipline policies this summer.
Next Meeting Date Set for Oct. 16
The Governing Board meeting originally scheduled for Oct. 15 has been rescheduled to Thursday, Oct. 16. The revised meeting schedule allows Board members to attend a meeting of the Castaic Town Council dealing with a future Castaic High School. The public session on Oct. 16 will begin at 7 p.m. in the district Board Room.
